CITY COUNCIL ACTION AGENDA
NOVEMBER 15, 2017

Call to order Mayor Melanie Hammet at 7:00 pm. – Council members Megan Pulsts, Jean Bordeaux, Augusta Woods, and Brandy Hall. Also present was City Administrator Valerie Caldwell and Chief of Police Sarai Y’Hudah-Green and City Attorney Laurel Henderson.

Pledge of Allegiance was led by Hammet.
Announcements/Communication
Adoption of Agenda– Hammet amended the agenda by removing the Resolution for Co-Working Space from New Business. Pulsts motioned to adopt the amended agenda; 2nd by Hall. 4-0.

CONSENT AGENDA

Minutes of 10/24/17 Council Meeting–Bordeaux motioned to approve the consent agenda; 2nd by Woods. 4-0.

PUBLIC HEARING

Public Hearing on 2018 Budget – Hammet opened the Public Hearing at 7:05 pm. Resident Calvin Burgamy questioned the MAP budget. With no further questions or comments, Hammet closed the public hearing and announced adoption was scheduled for 12/11/17.

NEW BUSINESS
Calvin Burgamy – Acoustical Panels- Burgamy presented an acoustical panel for the Beach House and Club House followed by discussion and requested the costs of be split between the City and PLAIN. Pulsts motioned conditional approval of payment towards the purchase of panels for the Beach House not to exceed $400 with installation to be performed by Public Works; 2nd by Bordeaux. 4-0

Adoption of Resolution Establishing Franchise Fees for Telecommunication – Pulsts motioned to adopt; 2nd by Bordeaux. 4-0

Schedule Final Town Hall of 2017- Town Hall Meeting scheduled for December 5th at 7:00pm at the Beach House.

Resolution for Co-Working Space – This item was removed from the agenda.

Consideration of Equipment Purchase- Hall motioned to authorize the purchase of an LPR for the Public Safety Department; 2nd by Bordeaux. Approved 3-0-1. Pulsts abstained.

Consideration of Budget Transfer – Motion to approve the transfer by Bordeaux; 2nd by Woods. 4-0

July 1st: NITA TOWNS DAY

July 1st: Juanita Towns Day

This past Tuesday evening Pine Lake City Council adopted a resolution honoring Juanita Towns by declaring today, July 1st, Juanita Towns Day. The declaration of Juanita Towns Day was the collective effort of Nita’s community through PLAIN, Nita’s church, and Nita’s city.

In her many decades as a resident of Pine Lake, Nita has served on City Council, and helped found the current Seniors And Law Enforcement Together (SALT) group, and cared for our city in countless ways. Her wisdom, perspective, and humor has provided great help and calm to our leadership (even as recently as yesterday).

If you do not know Nita personally, today is an opportunity to take a moment and reflect on what we each contribute to the lives of our neighbors.

If you do know Nita and want to know how best to celebrate her day: notes, flowers, brief visits, hilarious jokes, and a promise to vote for the SPLOST if it gets on the November ballot. No kidding.

New Resolutions – R-02-2015 and R-03-2015

RESOLUTION # R-02-2015

WHEREAS, the Board of Directors of the Georgia Municipal Association has established a Certified City of Ethics program; and,

WHEREAS, the City of Pine Lake, wishes to continue to be certified as a Certified City of Ethics under the GMA Program; and,

WHEREAS, part of the recertification process requires the Mayor and Council to subscribe to the ethics principles approved by the GMA Board;

NOW, THEREFORE, BE IT RESOLVED by the governing authority of the City of Pine Lake, Georgia, that as a group and as individuals, the governing authority subscribes to the following ethics principles and pledges to conduct its affairs accordingly:

  • Serve others, and not ourselves;
  • Use resources with efficiency and economy;
  • Treat all people fairly;
  • Use the power of our position for the well being of our constituents; and
  • Create an environment of honesty, openness and integrity

RESOLUTION # R03-2015

RESOLUTION TO IMPOSE ADDITIONAL $5 FEE ON INDIVIDUALS CONVICTED OF TRAFFIC OFFENSES OR ORDINANCE VIOLATIONS IN ORDER TO PROVIDE FUNDING FOR SOFTWARE UTILIZED IN THE OPERATION OF THE PINE LAKE MUNICIPAL COURT

WHEREAS, the Mayor and Council deem it to be in the best interest of the City of Pine Lake to impose an additional $5.00 surcharge on individuals convicted of traffic offenses or ordinance violations in order to provide funding for acquisition, repair and maintenance of computer software utilized by Pine Lake Municipal Court. Said sum shall be in addition to any other amounts required by O.C.G.A. §47-17-60 and §15-21-130.

NOW, THEREFORE BE IT RESOLVED by Mayor and Council that effective upon adoption of this Resolution the City of Pine Lake shall impose an additional $5 surcharge upon each person convicted of a traffic offenses or ordinance violations in the Municipal Court. Said fee shall be utilized for the acquisition, repair and maintenance of computer software utilized by the Pine Lake Municipal Court.

SO RESOLVED this 9th day of February, 2015.
