PUBLIC HEARING AND ADOPTION

2018 BUDGET

The November 13, 2017 regularly scheduled City Council meeting has been postponed to November 15, 2017.

The City of Pine Lake will hold a public hearing on the proposed FY 2018 Budget at the City Council meeting on November 15, 2017 to be held in the Council Chambers, 459 Pine Drive, Pine Lake GA beginning at 7:00 pm.

The 2018 Budget is scheduled for adoption at the Council meeting on Tuesday, November 28, 2017.

The FY 2018 Budget will be available for public inspection at City Hall, 462 Clubhouse Drive during normal business hours beginning November 6, 2017.

PUBLIC NOTICE:

2017 MUNICIPAL ELECTION

The City of Pine Lake will hold municipal elections for three City Council seats on Tuesday, November 7, 2017.  These seats are currently held by Jean Bordeaux, Brandy Hall and Augusta Woods.

Candidates who are elected will serve for four years. To be eligible to run, candidates must be a qualified elector (registered voter) of the City, and must have continuously resided in Pine Lake for twelve months immediately preceding the date of the election.

Candidate Qualifying will open at 8:30 a.m. on August 21, and will close at 4:30 p.m. on August 23, 2017. This is the official filing of Notice of Candidacy to have the candidate’s name placed on the ballot.  The qualifying fee is $18 for Council member.

Voter registration for the election will close at 5:00 p.m. on October 10, 2017. Polls will be open on Election Day, November 7th from 7:00 a.m. to 7:00 p.m. The Polling site will be at the Pine Lake Clubhouse, located at 300 Clubhouse Drive.  Advanced voting locations will be established in accordance with State law.

TOWN HALL
MEETING NOTICE

There will be a Town Hall meeting at the Club House on Saturday, January 23, 2016 beginning at 10:00 am to review and discuss proposed changes to the Residential Code.  Copies of the proposed changes will be available at the meeting, and can be obtained in advance by calling City Hall at 404 292-4250.

MEETING NOTICE

Mayor and Council will hold a called meeting on Saturday, January 16, 2016.  The purpose of this meeting is to provide a training session for the elected officials.  This will be held at Avondale City Hall, 21 North Avondale Plaza, Avondale Estates, beginning at 10:00 AM

MEETING NOTICE

Immediately prior to the regularly scheduled Council meeting on January 11, 2016, Council members Jean Bordeaux and Megan Pulsts will present the proposed changes to the Residential Zoning Code. This presentation will be held from 7:00 – 7:30 pm in the Council Chambers, 459 Pine Drive, Pine Lake GA 30072.

MEETING NOTICE – November 24, 2015

The November 24, 2015 Council meeting will be held as a voting meeting.  The meeting will be at the Clubhouse, 300 Clubhouse Drive, Pine Lake Georgia 30072 beginning at 7:30 PM. The 2016 General Fund and Stormwater Budgets are scheduled for adoption at this meeting.   The revised alcohol ordinance is also scheduled for consideration at this meeting.

Immediately prior to this meeting Mayor and Council will hold a called meeting beginning at 7:15 PM.  This will also be held at the Clubhouse at the above address.  The purpose of this meeting is to go into Executive Session to discuss a Real Estate matter as allowed by O.C.G.A § 5-14-4(b).

On Thursday, November 19, 2015, the core group assembled to assist in drafting of revisions of the Zoning Code will hold a meeting at the Clubhouse, 300 Clubhouse Drive, beginning at 9:30 AM.

2015 MUNICIPAL ELECTION

The City of Pine Lake will hold a municipal election for Mayor and two City Council seats on Tuesday, November 3, 2015.   These seats are currently held by Kathie deNobriga (Mayor), Megan Pulsts and Mike Stuckey (City Council).   Candidates who are elected to fill these seats will serve for a four year term.

In addition, a special election will be held to fill the unexpired Council term of Lynn Ehrlicher. Qualifying and elections will be held in in conjunction with the regular municipal election. There will be 2 years and 6 weeks remaining on this term and the successful candidate will be sworn in at the November 9, 2015 Council meeting.

To be eligible to run, candidates must be a qualified elector (registered voter) of the City, and must have continuously resided in Pine Lake for twelve months immediately preceding the date of the election.

 

Candidate Qualifying will open at 8:30 a.m. on August 31, and will close at 4:30 p.m. on September 4, 2015. This is the official filing of Notice of Candidacy to have the candidate’s name placed on the ballot.  The qualifying fees are as follows: $108 for Mayor and $18 for Council member.

Voter registration for the election will close at 5:00 p.m. on October 5. A run-off election, if required, will be held on December 1. Polls will be open on Election Day, November 3, and on the day of the run-off election, if required, from 7:00 a.m. to 7:00 p.m. Advanced voting locations will be established in accordance with State law.

MEETING NOTICE

The Mayor and Council will hold a Town Hall meeting on Tuesday, June 23, 2015 at the Clubhouse, 300 Clubhouse Drive, Pine Lake, GA beginning at 7:00 pm.  This meeting will focus on discussion of proposed changes to the zoning ordinance in the areas of garages and carports, corner lots, fence height, visitability and square footage on houses.


Mayor and Council will hold a Public Hearing on the 2015 millage rate, on Tuesday, June 30, 2015, at the Clubhouse, 300 Clubhouse Drive, Pine Lake, GA beginning at 7:00 pm.


The regularly scheduled Work Session for Mayor and Council on June 30, 2015, in the Clubhouse, 300 Clubhouse Drive, Pine Lake, GA beginning at 7:30 pm will be a voting meeting.  Council will vote to set the millage rate at that meeting.

NOTICE OF CALLED MEETING

Mayor and Council of the City of Pine Lake will hold a called meeting on Tuesday, March 24, 2015 in the Council Chambers/Courtroom, located at 459 Pine Drive, Pine Lake, GA 30072, beginning at 7:00 PM. The purpose of this meeting is to discuss the methodology for the cost/benefit analysis study being performed on potential annexation.

Pine Lake Annexation Impact Assessment

Michael Shea, MA; Department of Political Science, Georgia State University

Objective: To provide impartial analysis of various annexation options for the city of Pine Lake in order to allow the city council to deliberate on the matter in as informed a manner as possible.

Timeline: To be submitted to the mayor and city administrator of Pine Lake no later than April 20, 2015.

Scope: To gather and assemble relevant information on the impact for each of the following annexation options:

  1. Annexation of Lot 22, south of Rockbridge Road (Dragon Delight and adjacent strip mall):
  2. Annexation of Lot 115, south of Rockbridge Road and east of Rowland Road (Dean’s Market strip);
  3. Annexation of Lots 42 and 43, north of Rockbridge Road and on the corner of Oak Drive and Poplar Road (Baptist Church);
  4. Annexation of property east along Rockbridge Road to South Hairston Road, to include commercial zones but to exclude residential zones (from Aberdeen, including Ingle’s plaza; both sides); and,
  5. Annexation of property west along Rockbridge Road to Ray’s Road (from Baptist Church and Texaco to Ray’s Road, both sides).

For each of these options, the following considerations will be included in the impact assessment:

  1. Opinions of business owners in potential areas of annexations;
  2. Cost to Pine Lake, including storm water management and policing;
  3. Revenue potential;
  4. Environmental impact;
  5. Effect on the community identity of Pine Lake; and,
  6. Sustainability of Pine Lake as a whole.

NOTICE OF PUBLIC HEARING

 Mayor and Council of the City of Pine Lake will hold a Public Hearing on the proposed 2015 General Fund and Stormwater Utility Budgets on Tuesday, November 25, 2014 in the Clubhouse, located at 300 Clubhouse Drive beginning at 7:30 PM. The budgets are scheduled for adoption at the regularly scheduled Council meeting on December 8, 2014, located in the Courtroom at 459 Pine Drive.

Copies of the proposed budgets are available for review in the Administration office during normal business hours.

 Mayor and Council will hold a called meeting on Monday, November 10, 2014 in the Courtroom beginning at 6:00 PM, immediately preceding the regular meeting. The purpose of this called meeting is to go into Executive Session to discuss a litigation matter.

NOTICE OF PROPERTY TAX INCREASE

The City of Pine Lake has tentatively adopted a millage rate which will require an increase in property taxes by 10.04 percent.

All concerned citizens are invited to the public hearings on this tax increase which will be held as follows:

June 12, 2014 beginning at 7:00 AM in the Courtroom located at 459 Pine Drive, Pine Lake GA

June 12, 2014 beginning at 7:00 PM in the Courtroom located at 459 Pine Drive, Pine Lake GA

June 24, 2014 beginning at 7:15 PM in the Clubhouse located at 300 Clubhouse Dr. Pine Lake GA

The meeting at which the millage rate will be set is scheduled for June 26, 2014 beginning at 7:30 PM in the Clubhouse located at 300 Clubhouse Dr. Pine Lake GA.

This tentative increase will result in a millage rate of 29.824 mills, an increase of 2.722 mills. Without this tentative tax increase, the millage rate would be no more than 27.102 mills. The proposed tax increase for a home with a fair market value of $150,000 is approximately $153 and the proposed tax increase for a commercial/non-homestead property with a fair market value of $200,000 would be approximately $188.00.

Run Off Election Dates

The City’s run-off election will take place in place in the Clubhouse on Tuesday, December 3rd from 7:00 AM to 7:00 PM.  Advance voting for this election will be held at the County Election Office located at 4380 Memorial Drive, from 8:30 AM to 4:00 PM on November 20th, 21st, 22nd, 25th, 26th and 27th.   Questions regarding voter eligibility may be directed to the County Elections Office (404) 298-4020.

Part-Time Maintenance Worker

The City of Pine Lake is accepting applications for a Part-Time maintenance worker.  This position is responsible for the maintenance and upkeep of the city’s parks, grounds, buildings and streets. The Mayor and Council of the City of Pine Lake will hold a Public Hearing on Tuesday, November 12, 2013 to solicit input on an updated Zoning Map for the City.  This meeting will be held in the Courtroom/Council Chambers, 459 Pine Drive, Pine Lake, Georgia 30072, beginning at 7:30 pm.  Interested parties are invited to attend.

Taxpayers: The City is in the process of developing its 2014 budget, based on the following schedule:

• Presentation of the draft budget Monday, October 14
• Discussion at work session Tuesday, October 29
• Public Hearing on the proposed budget Monday, November 12
• Adoption of budget (target date) Tuesday, November 26 (by law we must adopt the budget no later than December 27)
• (if needed for final budget Monday, December 9)

There will be time for citizen input at each of these, but particularly at the Public Hearing. Copies of the proposed budget will be made available to the public on October 14.

 2013 MUNICIPAL ELECTION

The City of Pine Lake will hold a municipal election on Tuesday, November 5, 2013 to fill three council positions currently held by Brian Carr, Cindy Diamond and Melanie Hammet.

Qualifications for office are as follows: (a) candidate shall have been a resident of the city for the period of twelve consecutive months prior to the date of the election; (b) must continue to reside in the city during said period of service and (c) shall be registered and qualified to vote in municipal elections in this city.

Candidates may announce at any time but must complete a Declaration of Intent to accept campaign contributions and register the Campaign Committee with the Georgia Government Transparency and Campaign Finance Committee (www.ethics.ga.gov) before accepting any contributions.

Qualifying for the election begins at 8:30 a.m. on Monday, August 26, and ends at 4:30 p.m. on Friday, August 30 in the Office of City Clerk in the Administration Building at 462 Clubhouse Drive. ADVERTISEMENT FOR BIDS

Sealed proposals will be received by the City of Pine Lake, Georgia, in the Office of City Clerk, 462 Clubhouse Drive, Pine Lake, Georgia 30072, until 3:00 pm on the 3rd day of August, 2012, at which time and place they will be publicly opened and read aloud, for demolition and debris removal of structures situated on the property located at 565 Spruce Drive, Pine Lake, Georgia.  The primary structure is a residential dwelling unit, deemed historic in nature and having both lead paint and asbestos.  A copy of the Lead-Paint and Asbestos Report will be made available to all bidders.  The second structure is a small accessory building.

BID BOND

Bids must be accompanied by an official bank check or Bid Bond in an amount of not less than ten percent (10%) of the amount of the bid.  Prior to beginning of construction, the successful Bidder will file with the City a Contract Performance Bond and a Payment Bond, each equal to 100% of the Contract Price, with the terms and surety to be approved by the City, and furnish satisfactory proof of carriage of the insurance required.

UTILITY SYSTEMS CONTRACTOR NUMBER

Bidders responding to this invitation to bid must provide a copy of their bid in a separate sealed envelope of either their Utility Systems Contractor License or their Sub-Contractors Utility Systems Contractor License in accordance with O.C.G.A. Section 43-14-8.2(h).

GENERAL CONTARCTORS LICENSE NUMBER

Bidders responding to this invitation to bid must provide a copy of their current General Contractors License with their bid in a separate sealed envelope in accordance with O.C.G.A. Section 43-41-6, et. seq. or be subjected to injunctive relief reprimands, or other penalties as may be required by law.

BUSINESS LICENSE

Bidders shall submit with bid, a copy of their valid company business license.  If the bidder is a Georgia corporation, bidder shall submit a valid county or city business license.  If the bidder is not a Georgia corporation, bidder shall submit a certificate of authority to transact business sin the State of Georgia and a copy of their valid business license by their home jurisdiction.  If bidder holds a professional certification which is licensed by the State of Georgia, then bidder shall submit a copy of their valid professional license.  Any license submitted in response to this requirement shall be maintained by the bidder for the duration of the contract.

All questions concerning the project shall be submitted to the office of the Mayor, City of Pine Lake, P.O. Box 1325, Pine Lake, Georgia 30072 .in writing no later than the close of business on July 19, 2012.  Questions received after this date will not receive a response.

CITY OF PINE LAKE

NOTICE OF ELECTION AND QUALIFYING FEES
______________________________________________________________________

 A municipal general election shall be conducted on November 8, 2011, for the purpose of electing a Mayor and Council Members for Post 1 and Post 2.  Candidates who are elected in said election shall serve for a term of four years.  Persons eligible to become candidates for said elections shall have been a resident of the city for the period of 12 continuous months immediately prior to the date of the election and be a qualified elector in the city.

Candidates for said election shall qualify with the City Clerk in City Hall.  Qualifying shall open at 8:30 a.m. on the 29th day of August 2011, and shall close at 4:30 p.m. on the 2nd day of September, 2011.  Voter Registration for said election shall close at 5:00 p.m. on the 11th day of October.   Qualifying fee for office of Mayor shall be $108 and qualifying fee for Council Posts are $18.

June 16, 2011, Thursday – The annual millage rate adoption meeting is called for July 7, 2011, Thursday at the Club House 7:30 PM.
