CITY OF PINE LAKE PUBLIC HEARING AND ADOPTION 2018 BUDGET

The November 13, 2017 regularly scheduled City Council meeting has been postponed to November 15, 2017.

The City of Pine Lake will hold a public hearing on the proposed FY 2018 Budget at the City Council meeting on November 15, 2017 to be held in the Council Chambers, 459 Pine Drive, Pine Lake GA beginning at 7:00 pm.

The 2018 Budget is scheduled for adoption at the Council meeting on Tuesday, November 28, 2017.

The FY 2018 Budget will be available for public inspection at City Hall, 462 Clubhouse Drive during normal business hours beginning November 6, 2017.

Waiver of Rental Fee For use of Event Space (Re-Post from 10/6/17)

To all Pine Lake Residents:

It’s that time of year again to apply for use of event space!  Applications will be accepted until 4:30 pm on November 1, 2017.  Successful applicants will have use of the facility with the rental fee being waived. Deposit and cleaning fees will apply.

WAIVER OF RENTAL FEE FOR

USE OF EVENT SPACE

Residents of Pine Lake are invited to apply for waiver of rental fee for the use of event space.  To apply for use of the facilities between January 1st – June 30th of the calendar year your application must be received by 4:30 PM on November 1st.  For facility use between July 1st – December 31st the application must be received by 4:30 PM on May 1st.

Please note that waiver is for the rental fee only.  The $200 deposit and cleaning fees of $40 will apply.

Applicants will need to fill out the attached form in its entirety and submit to City Hall.  You can submit in person during regular office hours, drop it through the slot in the door or e-mail it in at missyevarner@pinelakega.com .  E-mail will be checked at 4:30 PM on the closing date.  Applications received after 4:30 PM cannot be considered.

Once the time period has closed staff will score the applications based upon the information provided in the application form.  Every effort is made to accommodate requests, however the space is limited due to the increase in rentals.  Successful applicants will be announced at the next council meeting.  You will then need to fill out the Facility Use Agreement, and submit your deposit and cleaning fee to City Hall.  Your date(s) are not placed on the reservation calendar until the deposit, cleaning fee and Facility Use Agreement are received by City Hall.

If you wish to appeal the decision of Staff, please notify the City Clerk’s office of your intent to appeal no later than 7 days prior to the next council meeting so that you can be placed on the Council Agenda.

WHAT IS A SPLOST?
The Special Purpose Local Option Sales Tax (SPLOST) was enacted in 1985 .The SPLOST was conceived and enacted as a county tax for funding capital projects. It is not a municipal tax, nor is it a joint county-municipal tax like the regular Local Option Sales Tax (LOST). As a county tax, a SPLOST can only be initiated by the board of commissioners.
WHAT IS THE PROCESS FOR DECIDING HOW THE FUNDS WILL BE SPENT?
The Legislation, SB 156 determines how the SPLOST proceeds must be spent and DeKalb will comply with the rules included in the legislation.
WHEN WAS DEKALB SPLOST BILL PASSED?
The SPLOST bill was passed by the Georgia General Assembly on March 30, 2017
WHEN DID THE GOVERNOR SIGN THE BILL INTO LAW?
Senate Bill 156 (SPLOST/EHOST Bill) was signed by Governor Deal on May 8, 2017
HOW LONG CAN A SPLOST LAST?
Several factors determine the length of time that a SPLOST may be imposed. In general, the tax may be levied for up to five years. If the county and municipalities enter into an intergovernmental agreement, the tax may be imposed for six years.
WHO ESTABLISHED THE REVENUE ESTIMATES FOR SPLOST?
The county is responsible for estimating the SPLOST revenues expected to be collected over the life of the SPLOST, as well as the costs of all projects to be financed
HOW MUCH DETAIL IS REQUIRED IN THE SPLOST REFEREMDUM?
The SPLOST law requires that the purpose or purposes (i.e., the capital outlay projects) for which
SPLOST revenues will be used be written on the ballot. The degree of specificity is left to the
county or municipality imposing the SPLOST.
WILL SPLOST, EHOST AND HOST BE ON THE BALLOT?
YES. Citizens will vote on whether to approve a SPLOST and whether to suspend HOST and
replace it with an EHOST.
WHAT CAN THE FUNDS BE SPENT ON?
Roads & Transportation projects, Public Safety projects, and the repair of Capital Outlay
Projects.
WILL THERE BE A LIST OF PROJECTS?

NOTICE OF PUBLIC HEARING: Draft to amend the Commercial Zoning Ordinance

NOTICE OF PUBLIC HEARING

The Mayor and Council of the City of Pine Lake will hold a Public Hearing amending the Commercial Zoning Ordinance at Section 6-3-10 including repeal of the UP Uptown Pine Lake District and addition of a new commercial zoning district; Chapter 6-3-11 Mixed Use Overlay, Chapter 6-3-13 Special Use Permits; Section 6-3-5 Definitions and Section 6-3-6 as well as a new Zoning Map. The hearing will take place on Tuesday, January 31, 2017, in the Council Chambers located at 459 Pine Drive, Pine Lake, Georgia 30072 beginning at 7:30 pm.  Copies of the proposed ordinance are available at City Hall, 462 Clubhouse Drive during normal working hours.

July 1st: NITA TOWNS DAY

July 1st: Juanita Towns Day

This past Tuesday evening Pine Lake City Council adopted a resolution honoring Juanita Towns by declaring today, July 1st, Juanita Towns Day. The declaration of Juanita Towns Day was the collective effort of Nita’s community through PLAIN, Nita’s church, and Nita’s city.

In her many decades as a resident of Pine Lake, Nita has served on City Council, and helped found the current Seniors And Law Enforcement Together (SALT) group, and cared for our city in countless ways. Her wisdom, perspective, and humor has provided great help and calm to our leadership (even as recently as yesterday).

If you do not know Nita personally, today is an opportunity to take a moment and reflect on what we each contribute to the lives of our neighbors.

If you do know Nita and want to know how best to celebrate her day: notes, flowers, brief visits, hilarious jokes, and a promise to vote for the SPLOST if it gets on the November ballot. No kidding.
