Call to order Mayor Melanie Hammet at 7:00 pm. – Council members Megan Pulsts, Jean Bordeaux, Augusta Woods, and Brandy Hall. Also present was City Administrator Valerie Caldwell and Chief of Police Sarai Y’Hudah-Green and City Attorney Laurel Henderson.

Pledge of Allegiance was led by Hammet.
Announcements/Communication
Adoption of Agenda– Hammet amended the agenda by removing the Resolution for Co-Working Space from New Business. Pulsts motioned to adopt the amended agenda; 2nd by Hall. 4-0.

CONSENT AGENDA

Minutes of 10/24/17 Council Meeting–Bordeaux motioned to approve the consent agenda; 2nd by Woods. 4-0.

PUBLIC HEARING

Public Hearing on 2018 Budget – Hammet opened the Public Hearing at 7:05 pm. Resident Calvin Burgamy questioned the MAP budget. With no further questions or comments, Hammet closed the public hearing and announced adoption was scheduled for 12/11/17.

NEW BUSINESS
Calvin Burgamy – Acoustical Panels- Burgamy presented an acoustical panel for the Beach House and Club House followed by discussion and requested the costs of be split between the City and PLAIN. Pulsts motioned conditional approval of payment towards the purchase of panels for the Beach House not to exceed $400 with installation to be performed by Public Works; 2nd by Bordeaux. 4-0

Adoption of Resolution Establishing Franchise Fees for Telecommunication – Pulsts motioned to adopt; 2nd by Bordeaux. 4-0

Schedule Final Town Hall of 2017- Town Hall Meeting scheduled for December 5th at 7:00pm at the Beach House.

Resolution for Co-Working Space – This item was removed from the agenda.

Consideration of Equipment Purchase- Hall motioned to authorize the purchase of an LPR for the Public Safety Department; 2nd by Bordeaux. Approved 3-0-1. Pulsts abstained.

Consideration of Budget Transfer – Motion to approve the transfer by Bordeaux; 2nd by Woods. 4-0

CITY OF PINE LAKE PUBLIC HEARING AND ADOPTION 2018 BUDGET

The November 13, 2017 regularly scheduled City Council meeting has been postponed to November 15, 2017.

The City of Pine Lake will hold a public hearing on the proposed FY 2018 Budget at the City Council meeting on November 15, 2017 to be held in the Council Chambers, 459 Pine Drive, Pine Lake GA beginning at 7:00 pm.

The 2018 Budget is scheduled for adoption at the Council meeting on Tuesday, November 28, 2017.

The FY 2018 Budget will be available for public inspection at City Hall, 462 Clubhouse Drive during normal business hours beginning November 6, 2017.

NOTICE:

The Mayor and Council of the City of Pine Lake does hereby announce that the millage rate will be set at a meeting to be held in the Courtroom/Council Chambers, 459 Pine Drive, Pine Lake, GA 30072 on June 27, 2017 at 6:00 PM and pursuant to O.C.G.A. Section 48-5-32 does hereby publish the following presentation of the current year’s tax digest and       levy along with the history of the tax digest and levy for the past five years.

A public hearing will be held June 22, 2017 at 7:00 PM and on June 24, 2017 at 9:00 AM at the above location.  The public is invited to attend and be heard.

The Mayor and City Council will hold a Public Hearing on Saturday, June 24, 2017 at the Courthouse/Council Chambers, 459 Pine Drive, Pine Lake, GA 30072 beginning at 9:00 AM.  The purpose of this meeting is to hold a public hearing to solicit public input for the setting of the millage rate at June 27, 2017 meeting at 6:00 PM.

Notice of Property Tax Increase

NOTICE OF PROPERTY TAX INCREASE

The City of Pine Lake Mayor and City Council have tentatively adopted a millage rate which will require an increase in property taxes by 14.51 percent.  All concerned citizens are invited to the public hearing on this tax increase to be held at the Courthouse/Council Chambers, 459 Pine Drive, Pine Lake, GA on June 22, 2017 at 7:00 p.m.

Times and places of additional public hearings on this tax increase are at the same location on June 24, 2017 at 9:00 a.m. and June 27, 2017 at 6:00 p.m.

This tentative increase will result in a millage rate of 22.200 Mills, an increase of 2.813 mills. Without this tentative tax increase, the millage rate will be no more than 19.387 mills. 

The proposed tax increase for a home with a fair market value of

$125,000 is approximately $129.40 and the proposed tax increase for nonhomestead property with a fair market value of $200,000 is approximately $225.04.

The Mayor and City Council will hold a Public Hearing on Thursday, June 22, 2017 at the Courthouse/Council Chambers, 459 Pine Drive, Pine Lake, GA 30072 beginning at 7:00 PM.  The purpose of this meeting is to hold a public hearing to solicit input for the setting of the millage rate.  The millage rate will be adopted at the June 27th meeting.

NOTICE OF PUBLIC HEARING: Draft to amend the Commercial Zoning Ordinance

NOTICE OF PUBLIC HEARING

The Mayor and Council of the City of Pine Lake will hold a Public Hearing amending the Commercial Zoning Ordinance at Section 6-3-10 including repeal of the UP Uptown Pine Lake District and addition of a new commercial zoning district; Chapter 6-3-11 Mixed Use Overlay, Chapter 6-3-13 Special Use Permits; Section 6-3-5 Definitions and Section 6-3-6 as well as a new Zoning Map. The hearing will take place on Tuesday, January 31, 2017, in the Council Chambers located at 459 Pine Drive, Pine Lake, Georgia 30072 beginning at 7:30 pm.  Copies of the proposed ordinance are available at City Hall, 462 Clubhouse Drive during normal working hours.

The Mayor and Council of the City of Pine Lake will hold a Public Hearing on the proposed 2017 General Fund, Capital Improvements, and Storm Water Budgets on Monday, December 12, 2016 in the Council Chambers, 459 Pine Drive, Pine Lake GA, 30072, beginning at 7:30 PM.  Final adoption is scheduled for December 19, 2016 in a meeting to be held at the above location.  A copy of the proposed budgets will be available for public inspection beginning Wednesday, November 28, 2016, at City Hall, 462 Clubhouse Drive, Pine Lake, GA  30072 during normal business hours 8:30 – 12:30 and 1:30 to 4:30.
